Gabriel Mondragón Toledo is a scholar of international security, disarmament, and arms control, with over thirteen years of research experience in the fields of international relations, political violence, and global weapons governance. He currently teaches International Relations and Political Science in Mexico at Tec de Monterrey, Universidad de las Américas Puebla and Benemérita Universidad Autónoma de Puebla. He previously conducted doctoral research at Universität Hamburg, where he graduated magna cum laude and worked with the Center for Sustainable Society Research on disarmament-related research.

His work examines the political, symbolic, and cultural dimensions of conventional weapons governance, with particular emphasis on arms control, disarmament, and non-proliferation. He has served as a security consultant and international security analyst in Mexico and Argentina, bridging academic research with applied policy work.

Mondragón Toledo was selected as an Emerging Expert by the The Forum on the Arms Trade, where he contributed to debates on arms transfers, conventional weapons, and humanitarian security. In addition to his academic work, he has led research initiatives in Europe and Latin America, contributed to international policy networks such as NPSGlobal and the Latin American Research and Innovation Hub, collaborated with Amnesty International, and participated in public-facing analysis through media commentary and policy outreach. His scholarship spans peer-reviewed publications, policy analysis, and international research collaborations focused on the future of arms governance. ​
