Angélica Suárez is a Colombian lawyer specializing in international human rights law (IHRL) and international humanitarian law (IHL), with a strong academic and professional trajectory focused on the protection of victims of armed conflict and access to justice before international mechanisms.

Her current research explores the limits and convergences between IHL and IHRL, with particular emphasis on the principle of proportionality, as well as emerging challenges related to new forms of warfare, digital rights, and the impact of technological transformations on international law.

Her professional experience includes working with non-governmental organizations such as LIMPAL Colombia and the Colombian Campaign Against Landmines, as well as collaborating with state institutions, including the Armed Forces. In these roles, she has provided legal assistance to victims of the armed conflict, including survivors of anti-personnel mines and families of victims of enforced disappearance. Her work has focused on strengthening access to justice and contributing to the legal characterization and recognition of victims, including members of the police and their families within the framework of the Colombian conflict.

Suárez is also an active researcher and author. She has published academic articles and opinion pieces on human rights, international humanitarian law, and international criminal law, and is co-author of the book “Las causales de aplicación del Principio de Oportunidad en la Ley 906 de 2004.” Her research is distinguished by an innovative approach that bridges law and popular culture. In this regard, she has published work analyzing IHL through the lens of the TV series Game of Thrones, and is a co-author of the recent book “Star Wars and International Humanitarian Law,” published by Tirant lo Blanch, in which she explores the application of fundamental principles of IHL and international criminal responsibility through fictional narratives.

She holds a Law degree from Universidad Libre and a Master’s degree in the Defense of Human Rights before International Organizations from Universidad Santo Tomás.
