Adrian Wilkinson served in the British Army until 2000 as a Senior Ammunition Technical Officer, during which time he gained extensive explosive ordnance disposal and improvised device disposal operational experience. Since 2000, he has wide strategic and operational experience in operational disarmament and arms control for the UN and national authorities in South-Eastern and Eastern Europe (as Head of SEESAC), Africa, Latin America and the Caribbean (as Chief Technical Advisor with UNLiREC). During this time he was the Author of the Disarmament and SALW Control modules of the Modular Small-arms-control Implementation Compendium (MOSAIC), Project Director for the development of the International Mine Action Standards, and Technical Author of the International Ammunition Technical Guidelines, which are now the de facto global standards.  He has also co-authored a definitive work on the Techniques of Clandestine Arms Delivery (arms trafficking), based on his counter-proliferation experiences. He has more recently served as a Sanctions Investigator (Arms Expert) for the UN Sanctions Committee Panels of Experts for Sudan (2013 – 2015), Yemen (2016 – 2017) and Libya (2019 - 2023).   Wilkinson is a Chartered Engineer (CEng) and holds master’s degrees in international conflict analysis (MA) from the University of Kent and explosive ordnance engineering (MSc) from Cranfield University.
